• Implemented VOC regulations more stringent than National AIM in January 2004.
• Requires products manufactured on or after implementation date to meet VOC limits for 63 Architectural
and Industrial Maintenance (AIM) coating categories.
• OTC Rule Exemptions
• Small Container Allow manufacturers to manufacture and sell coatings above maximum VOC limits if packages in
containers of one liter or less.
• Grandfather Since each of the OTC States authors their own rule requirements, they have varying sell through
provisions, with some states having expired three-year sell through provisions while other states
have included indefinite sell through provisions allowing non-compliant products, manufactured
prior to the rule’s effective date to be sold indefinitely.
