California Air Resources Board
• Beginning in the mid-1970s, the Air Resources Board (ARB) and the districts began developing source specific rules, such as for individual coating sources like architectural coatings.
• Consists of 20 air districts in California.
• Develops, adopts and enforces rules and regulations that will control emissions.
• Implements VOC limits, which are consistent with the OTC VOC guidelines.
• Revised limits to be put in place January 1, 2010.
• CARB Rule Exemptions • Small Container Allow manufacturers to manufacture and sell coatings above maximum VOC limits if packages in containers of one liter or less.
• Grandfather Although a three-year sell through provision was originally written into the various CARB rules, it has since expired, therefore no grandfather clause currently exists.
